Outreach: Teachers At The Frontlines THERE was good news when Indonesia celebrated International Literacy Day on September 8. This year, the illiteracy rate declined from 4.03 percent to 3.76 percent. Nevertheless, Indonesia still needs to improve the quality of education nationwide, particularly in remote and marginalized regions, where overall development lags far behind. In those areas, schools are short of teachers, most of whom are ill-trained, unprepared and below standard. But instead of giving up, local governments in Sangihe and South Halmahera, have launched programs like the seminal Indonesia Mengajar (Indonesia Teaches). Not to be outdone, the Culture and Education Ministry recently launched its Guru Garda Depan (Frontline Teachers) program to address the problem of unequal access to education.
