It’s that time of the year when soaring beef prices cause the government to panic and carry out ad hoc policies, like reissuing once-banned import licenses to private trading companies. Nothing wrong with this except that it sets off an unhealthy and graft-ridden race to get the best quotas in order to get the most money.
