IN the 100 days that Jakarta Governor Joko Widodo and deputy Basuki Tjahaja Purnama have been in offi ce, there has been no earth-shaking development in their team effort to produce a 'New Jakarta' as promised in their campaign. But they have achieved minor victories: providing the poor with health cards, giving them access to free medical care and organizing open discussion involving the public on important decisions affecting the metropolis, such as the MRT and six toll roads. But the biggest test by some distance will be how they deal with the massive fl ooding that paralyzed Jakarta for three days.
