WHEN Jakarta was submerged a month ago, there was little doubt the cause came from upstream, where hilly forested areas were expected to act as natural watersheds to the many rivers criss-crossing the West Java mountainsides. No more. They are now covered by hundreds of luxury villas, affecting the absorption of river and rainwater overflow. Most of these illegally built villas belong to the Jakarta elites. Can that be why no action has been taken by the authorities concerned?
