Ministers can come and go, but the haj pilgrimage issue in Indonesia is never short on problems. This season the problem is the plus-package quota. The reduction of the number of pilgrims who may travel is almost half last season's number. Unrest could spread if the related institutions do not clarify the reason for the quota reduction.
