Bringing Bylaws To Book
REGIONAL autonomy enabled a variety of sharia-based bylaws to bloom. Since 2001 there have been 150 ordinances regulating everything from the Muslim dress code, to zakat or alms, a ban on alcoholic drinks, and the requirement for students and newlyweds to be proficient at reading and writing the Qur’an. But some suspect these regulations were made only to win the Muslim vote in regional and local elections.
