LAST August a moratorium on sending Indonesian domestic workers to Saudi Arabia was imposed, following the execution of Ruyati, a maid accused of killing her employer, three months before. The Ruyati case, as well as that of Darsem, has led the public to question President Yudhoyono’s commitment to protect Indonesian workers overseas. In fact, all migrant workers are supposed to be protected by a special insurance policy which they themselves pay in advance. But there are indications of collusion between the insurance companies, agents, and Manpower Ministry officials to skim off the premium.
