THE CAMPAIGN season has begun. From Sabang in the west to Merauke in the east, campaign managers are making promises to promote their parties. Some have even budgeted discretionary funds to ensure their parties get the votes. But despite hiring expensive communication professionals to produce slick messages and organize gala events, surveys indicate that voters know long beforehand whom they will vote for.
