FOR the past 10 years, Kampung Ambon was allowed to become the biggest narcotics hub in Jakarta. Raid after police raid failed to rid the area of the scourge, not surprising when unseen hands are suspected of protecting the dealers as well as the residents. Outsiders are banned from entering the area populated mostly by Ambonese, who sought refuge more than a decade ago after being ejected from the nearby Stovia Building. Irene Sophia Tupessy, an informal neighborhood leader, led the attack on the RSPAD Army Hospital. She could be the entry point to efforts in eliminating the notion of a narcotics bazaar in the kampung.
