THOUSANDS of foreign troops, together with Indonesian soldiers and civilian volunteers, are helping with humanitarian assistance in the devastated earthquake- and tsunami-hit province of Nanggroe Aceh Darussalam. On one side, Indonesia needs their presence and equipment. On the other, there are concerns over the presence of those foreign troops. What is the real problem?
