THE passing of the revolutionary Citizenship Law marks a new beginning in the lives of millions of people who have long been treated as second-class citizens. Ethnic Chinese Indonesians and citizens of mixednationality marriages—in theory—should no longer worry about being cash cows for the bureaucracy.
