THE bribery case of the Youth and Sports Ministry secretary involving a number of legislators at the DPR has exposed yet another form of corruption: budget brokering. Tempo’s investigation shows that the practice of negotiating budget allocation and approval for a fee is a thriving collusion between lawmakers and government officials—from the center and the regions.
